During Prophet’s (SAWS) time, the ruling was that the sighting of the moon and subsequently declaring Eid was left to each locality and this was/is supposed to continue until such time the whole Muslim Ummah is unified under one umbrella called GLOBALISATION or MUSLIM UMMAH’S GLOBAL VILLAGE!
Now, because of the advancement of Science concerning Astronomy and Meteorology is so advanced, sighting the moon in one country can also be applied to decide to either to break the fasting to celebrate Eid or commence the beginning of the fast only up to a maximum of 30 days, as the case may be, is the norm in the and/or as according to the Islamic Calendar because in the Lunar Calendar you don’t find any particular one month exceeding more than 29.5 days.
Therefore, on an average, there can only be 50% of the months in a year ending with 29 days and the other 50% of the months in that year ending with 30 days.
This should have been the thumb rule for calculating the right number of months ending with 29 and/or 30 days.
According to modern Scientific Calculations, you cannot have more than 6 months containing 30 days in any given year and cannot or supposed to have more than 6 months containing 29 days.
So based on the number of 30 lunar calendar days in the month preceding the month of Ramadan in a given year should be a deciding factor for you to conclude on the advent of the new moon on the first day on which the Eid to be declared for celebration if and when sighting the new moon either in the months of Ramadan or Shawwal will give rise to decide whether or not to hold the fast or break the fast.
But in Middle-East and in all the tropical countries where the ambient temperature is more than 40 degrees Celsius accompanied with a fairly bright sunshine and less or totally no clouds in the horizon particularly during the birth of the new moon in a month can give an atmosphere conducive for declaring that the 1st day of the month should fall on such and such a date with complete accuracy, this method of calculation is prevalent only amongst a particular religious group in almost all the countries, including in those highly populous Muslim countries such as Egypt and Indonesia.
I reckon that this is the true way to decide on the birth of the new moon and I don’t really see any “controversy” nor any “conflicts”.
Islam or religion known and referred to as FURQAN is based only on the true Islamic Principles; Islam is indeed very simple; only man had made it more difficult by inventing and dividing the whole Muslim Ummah into four different Mazhabs and religious Sects.
This has been going on amongst the Muslims in the post-Muhammad (SAWS) Era and this is the ultimate goal and the work of the Scheming Satan who has been cursed for disobeying his Lord Who is the Lord of the whole Universe including all the living beings, along with this mortal Super-creature called with pride and referred as “THE MANKIND”!
